That’s a generalization, dear anon. Not every Scorpio is a villain.
However, I will point out, that some Scorpio traits make for truly excellent villains. It’s a combination of scornful revenge seeking passion. Think about it, what other sign is really strong enough to say fuck every other character and go off on their own to get what they want. Nobody quite does it like the Scorpios.
