When people say someone is disabled, does it mean mentally and psychically? I'm mainly just talking about that last post about how's it's legal to pay someone with disabilities under the minimum wage

I actually didn’t know, so I did some research…. and what I found it downright horrifying. Why are people writing dystopian novels when we’ve got some Grade A bull going on already?
