They are clearly portrayed as underage- I don’t give a damn that they’re technically ageless/transcend age by being Velvet Room attendants. They’re still portrayed as underage- I would code them as being no older than 11. I asked my girlfriend what she would age code them as and she said 14 at the very oldest.
